The Clayton County Consolidated Annual Performance and Evaluation Report (CAPER) outlines the accomplishments and challenges associated with the implementation of the Community Development Block Grant (CDBG), HOME Investment Partnership (HOME) and Emergency Solutions Grant (ESG) programs during the 2022 program year. Collectively, these three funding sources are components of a broad strategy for meeting locally defined housing and community development needs targeting Clayton County’s low- and moderate-income households and communities.
